Medicaid is a voluntary program signed jointly by various states and the federal government. It is a joint program with the express mission of providing health insurance coverage to the poor, impoverished older people and even the disabled. There are some minimum standards for eligibility which have been set by the federal government. These standards apply to coverage as well. Since it is an entitlement program, every state has the right to choose participation. If states choose to do so, they have to provide care to all citizens/residents who are eligible under the guidelines. There has been a lot of debate and due to the recent crisis, quite a few states have reduced or eliminated adult dental coverage. Some states do not cover any dental health services for adults.
